Brazil Safety and Security Drone Systems

The State of Rio de Janeiro plans to launch a series of public tenders in November-December 2025 focused on C-UAS technologies, particularly drone signal blockers with a 2-kilometer range. Under Brazilian procurement law, the four top-scoring proposals must undergo field testing before contract award, with non-compliant systems eliminated.

The Commercial Section at the U.S. Consulate in Rio de Janeiro is actively identifying U.S. suppliers of UAS and C-UAS technologies to support Brazil’s efforts to strengthen public security and combat transnational crime.

In future, we anticipate that the Rio de Janeiro security forces will be sourcing:

•    UAS identification and monitoring systems
•    Fixed counter-drone systems
•    Helicopter protection systems
•    Fixed-wing Vertical Take-Off and Landing (VTOL) drones for various applications
•    C-UAS rifles
•    Vehicle Counter-UAS (C-UAS) equipment 

This initiative reflects Brazil’s broader commitment to upgrading law enforcement capabilities and protecting critical infrastructure amid growing use of unmanned systems by criminal organizations.

Regulation and Legal Aspects
•    Drone Regulation: The operation of civilian drones (UAS/RPA) in Brazil is primarily regulated by the National Civil Aviation Agency (ANAC) and the Department of Airspace Control (DECEA).
•    C-UAS Specific Regulation: While there are detailed regulations for drone operation (registration, flight ceilings, distance from people, etc.), the legal framework for the deployment and use of counter-drone measures is a developing area. The use of certain countermeasures, especially those involving signal jamming or “hard-kill” methods, must comply with national laws and may require specific authorization from ANAC and/or the National Telecommunications Agency (ANATEL) to avoid interfering with authorized airspace or communications.
