Brazil Oil and Gas Petrobras Investment Plan
Petrobras, Brazil’s largest energy company, plans to invest US$109 billion between 2026 and 2030. The program reinforces Brazil’s position as one of the world’s leading offshore oil and gas markets and is expected to generate substantial procurement opportunities for international suppliers.
The largest share of investment—more than US$78 billion—will support upstream oil and gas exploration and production, particularly in Brazil’s pre-salt deepwater fields. Petrobras projects oil production of 2.7 million barrels per day by 2028 and total oil and gas production of 3.4 million barrels of oil equivalent per day by 2028–2029.
Key opportunities for U.S. suppliers include:
• Offshore drilling and production equipment
• Subsea systems and technologies
• Floating Production Storage and Offloading (FPSO) equipment
• Marine support and offshore services
• Digital solutions, automation, and predictive maintenance technologies
Petrobras also plans to continue investing in refining, transportation, petrochemicals, and fertilizer production.
Additional opportunities include:
• Refinery modernization technologies
• Process equipment and catalysts
• Engineering, procurement, and construction (EPC) services
• Industrial automation and energy-efficiency solutions
While oil and gas remain Petrobras’ primary focus, the company is also expanding investments in natural gas, biofuels, decarbonization, and low-carbon energy projects.
Emerging opportunities include:
• Carbon capture, utilization, and storage (CCUS)
• Gas-processing technologies
• Biofuels production equipment
• Emissions-reduction and environmental technologies
The scale of Petrobras’ investment program is expected to generate procurement opportunities across Brazil’s energy value chain through 2030, particularly for U.S. firms with experience in offshore operations, industrial infrastructure, and advanced energy technologies.
