Brazil Aerospace and Defense Policy
In June 2025, the Brazilian government approved updated versions of the National Defense Policy (PND), the National Defense Strategy (END), and the Defense White Paper (LBDN). Together, these documents outline Brazil’s strategy for developing military capabilities, advancing foreign policy initiatives, and implementing measures to safeguard national security guaranteeing the Country’s sovereignty.
The approved reports emphasize the National Defense Policy as being “inseparable from the country’s development”. It recommends fostering coordination between Brazilians diplomats and military personnel to promote Brazil’s defense industrial base. It also recommends expanding Brazil’s partnerships in the defense sector specially with neighboring countries and with countries in the BRICS to strengthen Brazil’s regional leadership position. The updated Strategy largely aligns with the previous version and continues to define nuclear, cyber and space technologies as Brazil’s three priority sectors.
Brazilian defense strategic projects present substantial business opportunities for U.S. companies interested in contributing parts, components, systems and services to major defense initiatives. Key projects include:
Brazilian Navy: The Submarine Development Program (PROSUB) and the Navy Nuclear Program (PNM), both critical to advancing Brazil’s maritime defense capabilities.
Brazilian Army: The Guarani armored wheeled vehicles, the Integrated Border Monitoring System (SISFRON), and Cyber Defense initiatives, which enhance ground and border security.
Brazilian Air Force: The KC-390 aircraft program, the modernization of Grippen and AM-X aircraft, and the Space System Strategic Program (PESE), which focus on air and space defense innovation.
These projects highlight Brazil’s commitment to strengthening its defense infrastructure, offering U.S. companies a unique opportunity to engage in high-impact and long-term collaborations.
