Argentina Used Capital Goods Imports
On April 16, 2025, the Argentine government enacted Decree 273/2025 to simplify the importation of used capital goods. The decree eliminates the requirement to file the Certificate of Importation of Used Goods (CIBU) that had been in place since 1994. This regulatory reform simplifies the importation process for used capital goods, now only requiring importers to file a Sworn Statement electronically via the Malvina Computer System (SIM). The Extra-Zone Import Duty (DIE) applicable to new goods is doubled for used goods, but total duties may not exceed 35%.
Import bans have been eliminated on the following categories of used goods, therefore allowing their importation into Argentina:
⢠Machinery and mechanical equipment: turbines, generators, and oil drilling machinery
⢠Electrical and electronic equipment: transformers, control panels, and production automation systems
⢠Transport equipment: tractors, industrial vehicles, aircraft parts, and railcars
⢠Printing and molding machines: used in graphic arts and the automotive tooling industry
⢠Optical and measuring instruments: lab and surgical equipment, testing devices, and industrial sensors
The prohibition continues to apply to imports that could affect public health (such as imports of used clothing), consumer safety, or environmental protection. Additionally, the decree updates the import framework for used motor vehicles and goods classified under donation exemptions.
This reform simplifies operations for U.S. equipment resellers, exporters, and logistics firms, presenting new opportunities in the Argentine market.
