India Initiates Antidumping Duty Investigation into Thermal Paper or Thermal Sensitive Paper from the United States, People’s Republic of China, and the Republic of Korea
On June 25, 2026, India’s Directorate General for Trade Remedies initiated an antidumping (AD) investigation into imports of thermal paper or thermal sensitive paper from the United States, the People’s Republic of China, and the Republic of Korea. If an affirmative decision is issued in this investigation, duties may be imposed on subject U.S. exports.
What is an antidumping duty (AD) investigation?
An AD investigation assesses whether foreign goods imported into a country are being sold at less than fair value (below prices or costs) in the domestic market (i.e., being dumped) and whether this is causing or threatening to cause injury to the domestic industry.
How can I participate?
U.S. companies involved in the production, sale, or distribution of the subject goods should register as interested parties as soon as possible. Registration is the first step in protecting your rights in a foreign trade remedy proceeding. Doing so allows you to access the case records and submit information and comments, ensuring that your views are considered. Please follow the directions outlined in section J of the Initiation Notice for instructions on how to register as an interested party in this proceeding.

The product subject to this investigation is thermal paper, containing a transparent dye which changes to a color when heat is applied, and is commonly used for receipts, tickets, and utility bills. The merchandise under investigation is currently classified under tariff code(s): 4811.90.93, 4811.90.94, 4811.90.95, 4811.90.96, 4811.90.11, and 4811.90.99.
