India Initiates Antidumping Duty Investigation into Halo-Isobutene-Isoprene Rubber (HIIR) from the United States, China, and Singapore
On October 31, India’s Directorate General of Trade Remedies (DGTR) initiated an antidumping (AD) investigation into imports of HIIR from the United States, China, and Singapore. If an affirmative decision is issued in this investigation, duties may be imposed on subject U.S. exports.
What is an antidumping duty (AD) investigation?
An AD investigation assesses whether foreign goods imported into a country are being sold at less than fair value (below prices or costs) in the domestic market (i.e., being dumped) and whether this is causing or threatening to cause injury to the domestic industry.
How can I participate?
U.S. companies involved in the production, sale, or distribution of the subject goods should register as interested parties as soon as possible. Registration is the first step in protecting your rights in a foreign trade remedy proceeding. Doing so allows you to access the case records and submit information and comments, ensuring that your views are considered. Product Under Investigation
HIIR, which includes both bromobutyl rubber or chlorobutyl rubber, is used in the inner tubes of bicycles, passenger cars, trucks, industrial and agriculture tires, electronic components, and industrial laminates. The merchandise under investigation is currently classified under Harmonized Tariff Schedule (HS) code 4002.39.00, but it has also been imported under HS codes: 4002.19.90, 4002.31.00, and 4002.49.00.
