On February 17, 2021, the Department of Commerce (Commerce) announced the initiation of antidumping duty (AD) and countervailing duty (CVD) investigations of granular polytetrafluoroethylene (PTFE) resin from India and Russia.

For CVD investigations, the deadlines are set forth in sections 703(b) and 705(a)(1) of the Tariff Act of 1930, as amended (the Act). For AD investigations, the deadlines are set forth in sections 733(b) and 735(a) of the Act. These deadlines may be extended under certain circumstances.

Commerce currently maintains 559 AD and CVD orders which provide relief to American companies and industries impacted by unfair trade.

Commerce initiated an investigation of 24 out of 24 subsidy programs alleged for India, including five grant programs, 16 tax programs, and three less than adequate remuneration programs.  Commerce initiated an investigation of 19 out of 20 subsidy programs alleged for Russia, including nine grant programs, one less than adequate remuneration program, one environmental credit program, and eight loan programs.
