Commerce Initiates Antidumping Duty and Countervailing Duty Investigations of Large Diameter Graphite Electrodes from the People’s Republic of China and India 

On March 17, 2026, the U.S. Department of Commerce (Commerce) announced the initiation of antidumping duty (AD) and countervailing duty (CVD) investigations of large diameter graphite electrodes (large graphite electrodes) from the People’s Republic of China (China) and India.

Next Steps

  • The U.S. International Trade Commission (ITC) is currently scheduled to issue its preliminary determination on or around April 10, 2026.  For more information related to the ITC’s timeline, please refer to the ITC’s calendar.
  • If the ITC issues an affirmative preliminary determination, Commerce would be scheduled to announce its preliminary determination on May 21, 2026, for the CVD investigations, and on August 4, 2026, for the AD investigations. These deadlines may be extended in accordance with the statute.
