China Initiates Review of its Countervailing Duty Measure on n-Propanol from the United States
On November 17, 2025, China’s Trade Remedy Investigations Bureau (TRIB) initiated an expiry review of its countervailing duty (CVD) measure on imports of n-Propanol (NPA) from the United States. China’s CVD measure on NPA has been in place since November 18, 2020. The CVD duties currently in place for U.S. producers/exporters range from 34.2% to 37.7%.
What is an expiry review?
An expiry review is also known as a sunset review, and its purpose is to determine whether the revocation of the CVD measure would be likely to lead to the continuation or recurrence of dumping or unfair subsidization and material injury to the domestic industry. The measure may only be extended beyond five years, counting from the date on which a measure was first instituted or the most recently completed expiry review, if both conditions are met.

U.S. companies involved in the production, sale, or distribution of the subject goods should register as interested parties as soon as possible. Registration is the first step in protecting your rights in a foreign trade remedy proceeding. Doing so allows you to access the case records and submit information and comments, ensuring that your views are considered. Product Under Review
The subject merchandise is NPA, which is used in food additives, feed additives, synthetic fragrances, detergents, plasticizers, lubricants, degreasing agents, adhesives, preservatives, brake fluids, and various other fields as a chemical intermediate. The merchandise under review is currently classified under Harmonized System code 2905.12.10.
