Canada Initiates Review of its Antidumping Duty Measure on Certain Whole Potatoes from the United States  

On April 1, 2026, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its antidumping duty (AD) measure on imports of certain whole potatoes from the United States for use or consumption in the province of British Columbia. As a result of the CITT’s expiry review, on April 2, 2026, the Canada Border Services Agency (CBSA) also initiated an expiry review of the measure. The CBSA will examine the likelihood of continued dumping, and if it reaches an affirmative finding, the CITT will then examine the likelihood of injury to the domestic industry. 

Canada’s AD measure on certain whole potatoes has been in place since June 4, 1984. The normal value reference prices currently in effect on imports of certain whole potatoes from the United States range from $40.41/cwt to $45.12/cwt.  

What is an expiry review?  

An expiry review is also known as a sunset review, and its purpose is to determine whether the revocation of the AD or countervailing measure would be likely to lead to the continuation or recurrence of dumping or unfair subsidization and material injury to the domestic industry.  The measure may only be extended beyond five years, counting from the date on which a measure was first instituted or the most recently completed expiry review, if both conditions are met.    

How can I participate?  

U.S. companies involved in the production, sale, or distribution of the subject goods should register as interested parties as soon as possible. Registration is the first step in protecting your rights in a foreign trade remedy proceeding. Doing so allows you to access the case records and submit information and comments, ensuring that your views are considered. To register as an interested party, please follow the instructions listed in the CITT’s Initiation Notice and the CBSA’s Initiation Notice.

Product Under Investigation

The subject merchandise are certain whole potatoes, excluding seed potatoes, imports during the period from May 1 to July 31 (inclusive) of each calendar year, red potatoes, yellow potatoes, exotic potato varieties, white and russet potatoes imported in 50-pound cartons in the following count sizes: 40, 50, 60, 70, and 80, and whole potatoes certified as organic by a recognized certification agency. The merchandise under investigation is currently classified under tariff code 0701.90.00.20.

This tool, currently in beta version testing, is designed to provide general information on the exporting process and the resources available to assist new and experienced U.S. exporters. Limitations

As a beta product, the Chatbot is currently being tested and its responses may occasionally produce inaccurate or incomplete information. The Chatbot is trained to decline out of scope or inappropriate requests. The Chatbot’s knowledge is limited to the public information on the Export Solutions web pages of Trade.gov, which covers a wide range of topics on exporting. While it cannot provide responses specific to a company’s product or a specific foreign market, its reference pages will guide you to other relevant government resources and market research. Always double-check the Chatbot’s responses using the provided references or by visiting the Export Solutions web pages on Trade.gov. Do not use its responses as legal or professional advice. Inaccurate advice from the Chatbot would not be a defense to violating any export rules or regulations.

Privacy

The Chatbot does not collect information about users and does not use the contents of users’ chat history to learn new information. All feedback is anonymous. Please do not enter personally identifiable information (PII), sensitive, or proprietary information into the Chatbot.
