Brazil Initiates Expiry Review of its Antidumping Duty Measure on Pre-sensitized Aluminum Sheets for Offset Printing from the United States, the People’s Republic of China, Taiwan, and the European Union
On May 6, 2026, Brazil’s Department of Commercial Defense initiated an expiry review of its antidumping duty measure on imports of pre-sensitized aluminum sheets for offset printing from the United States, the People’s Republic of China, Taiwan, and the European Union. Brazil’s AD measure on pre-sensitized aluminum sheets for offset printing has been in place since March 5, 2015. The AD duties currently in place for U.S. producers/exporters are $1.58/kg.
What is an expiry review?
An expiry review is also known as a sunset review, and its purpose is to determine whether the revocation of the AD or countervailing duty measure would be likely to lead to the continuation or recurrence of dumping or unfair subsidization and material injury to the domestic industry. The measure may only be extended beyond five years, counting from the date on which a measure was first instituted or the most recently completed expiry review, if both conditions are met.

The subject merchandise is pre-sensitized aluminum sheets for offset printing, commonly used in the printing of packaging materials as well as newspapers, magazines, and books. The merchandise under review is currently classified under tariff codes 3701.30.21 and 3701.30.31.
