Brazil Initiates Expiry Review of its Antidumping Duty Measure on Plastic Tubes for Vacuum Blood Collection from the United States, the People’s Republic of China, and the United Kingdom
On April 29, 2026, Brazil’s Department of Commercial Defense (DECOM) initiated an expiry review of its antidumping duty measure on imports of plastic tubes for vacuum blood collection from the United States. Brazil’s AD measure on plastic tubes for vacuum blood collection has been in place since April 30, 2015. The AD duties currently in place for U.S. producers/exporters range from 45.3 % - 86.5%.
What is an expiry review?
An expiry review is also known as a sunset review, and its purpose is to determine whether the revocation of the AD or countervailing duty measure would be likely to lead to the continuation or recurrence of dumping or unfair subsidization and material injury to the domestic industry. The measure may only be extended beyond five years, counting from the date on which a measure was first instituted or the most recently completed expiry review, if both conditions are met.

Product Under Review
The product subject to investigation is plastic tubes for vacuum blood collection, 8 to 16 millimeters in diameter, 45 to 100 millimeters long, aspiration volume of 1 to 10 milliliters, with or without plasma separator, with or without external safety cover on the lid, regardless of the moment of vacuum creation, and without or without additives. The subject merchandise is commonly used in laboratory routines to collect, transport and preserve biological samples. The merchandise under investigation is currently classified under tariff codes 3822.19.90, 3926.90.40 and 9018.39.99.
