Steven Haines

Steven Haines serves as the Assistant Secretary for Industry and Analysis. In this role, he leads efforts to bolster U.S. industry competitiveness, mitigate national security risks arising from foreign direct investments, and strengthen international trade policies.  

Steven brings nearly two decades of experience in advancing U.S. economic and national security priorities.  His roles have included senior positions in the Department of Commerce’s Bureau of Industry and Security, the Office of Senator Bill Hagerty (R-TN), the Department of State’s Office of China Coordination, the Office of the Deputy Secretary of Defense for China, the global oil and gas industry facilitating U.S. energy equipment exports, and as a management consultant at Ernst & Young where he addressed defense industrial base resilience to support domestic manufacturing and supply chains.

Based in Asia for seven years, Steven has developed deep expertise in U.S.-China bilateral relations, countering economic espionage to safeguard American industries, and navigating emerging technologies to drive U.S. innovation and trade leadership while mitigating risks to economic security.

Steven holds a B.A. in International Affairs from the University of Nevada, Reno, and an M.A. in Asian Studies from The George Washington University’s Elliott School of International Affairs, where he earned multiple academic awards, including the Foreign Language and Area Studies (FLAS) Fellowship, the NSEP David L. Boren Fellowship, and the Scottish Rite Graduate Endowment Fellowship.  

Steven began his public service career as a Presidential Management Fellow. He is professionally proficient in Mandarin and Sichuanese Chinese and is a Term Member of the Council on Foreign Relations. Steven and his wife live in Virginia with their two sons.
