 2002 National Export Strategy
“Unlocking America's Potential” is the subtitle of this latest edition of the annual report that is issued by the Trade Promotion Coordinating Committee (TPCC). The 2002 report focuses on how the U.S. government can better assist businesses — particularly small and medium-sized businesses — export. The recommendations detailed in the report were developed through a survey of some 3,000 small and medium-sized exporters and follow-up interviews with more than 100 exporters, intermediaries, investors, and lenders. Additional analysis was made of successful export promotion strategies adopted by other countries. The report’s recommendations focus on three areas: major projects, customer service, and effective outreach. According to President Bush in his introductory message to the report, "“Government can play a crucial role in fostering a supportive environment for trade that will unlock this potential and provide opportunities for American companies. This report sets a strong course and empowers and commits the TPCC agencies to follow through."”

The TPCC is an interagency committee chaired by the secretary of commerce. It was established under the Export Enhancement Act of 1992 to provide a unifying framework to coordinate the export promotion and export financing activities of the U.S. government and to develop a governmentwide strategic plan for carrying out such programs.

Report Card on Trade II
The 2002 National Export Strategy is based upon a survey of some 3,200 small and medium-sized exporters that was conducted for the Trade Promotion Coordinating Committee by Chemonics International and the Kenan Institute of Private Enterprise at the University of North Carolina, Chapel Hill.
