The regulations associated with the licensing of professional services are outlined in 2011’s Federal Law 99 “On licensing of separate types of activities.”

The 52 professional services listed include the production of pharmaceuticals and medical devices and educational services. Although legal, consulting, and accountancy services do not require any special licenses (except for private detective services that are subject to licensing by the Russian Ministry of the Interior), foreign companies that wish to operate in Russia are required to register as a Russian legal entity. As a result, there are many multinational companies operating the Russian market, including Baker McKenzie, PWC, Deloitte, EY, KPMG, BCG, McKinsey, and others.
