Program Analysis and Evaluation

OSR has two broad responsibilities: to assist ITA business units in making good business decisions and to help ITA maximize its human resources talent.

With respect to business decisions, the goal of OSR is to help managers make decisions involving their organizations by providing independent review, analysis, evaluation and recommendations. OSR can be called on to assess and make recommendations on organizations, plans, programs, or processes. OSR is not an audit function, nor should its role be confused with that of an IG. OSR’s role is to serve as an internal consultant by using its best analytic skills and judgment to either validate management’s thinking, or to provide viable alternatives to implement best solutions.

With respect to ITA talent, OSR has the lead on a wide range of programs and initiatives, designed to engage employees at all levels of the organization to the fullest extent possible, and to help ITA create an environment where people are enthusiastic about coming to work. As examples of this, OSR has the lead on implementing the recently announced pilot headquarters rotation program and recommended the idea of a leadership summit, which ITA has never done before.

In carrying out its duties, OSR seeks to partner with our business units and play a major role in work such as:

  • Strategic planning
  • Development and use of ITA metrics
  • Performance management of organization and employees
  • Organizational assessments and recommendations
  • Talent management
  • Employee engagement
  • Professional development of leaders and employees
  • Process improvement and organization accountability
  • Program analysis and independent evaluations
  • ITA personnel advocacy with DOCHROC
